Rule76 contains methods, frameworks, applications, models, instruments, and deeper institutional architecture. But underneath the machinery are ideas. Principles make those ideas visible. They help explain how Rule76 approaches evidence, truth, context, judgment, action, learning, governance, provenance, and usefulness.
A principle should help someone see more clearly before it asks them to remember more.
The Rule76 Public Principle Register provides an accessible doorway into that body of knowledge. It is not the boundary of Rule76. It is a governed doorway into it.

The Public Principle Register makes foundational Rule76 ideas accessible without requiring someone to understand the entire architecture behind them. These principles are related, but they are not sequential prerequisites. Enter through the one the problem requires.

TRUTH BEFORE ASSUMPTION
Begin with what the evidence can support—not what assumption prefers.
Decisions become fragile when assumptions quietly acquire the authority of facts. Rule76 begins by separating what is known, supported, inferred, assumed, hypothesized, and still uncertain.

EVIDENCE BEFORE OPINION
A conclusion should be able to show what supports it.
Experience, intuition, expertise, and opinion can contribute to judgment, but they should not silently replace evidence. Rule76 asks where a claim came from and what gives it authority.

Evidence gains meaning from the conditions in which it exists.
The same fact can mean very different things in different circumstances. Rule76 therefore resists moving directly from information to conclusion without understanding history, conditions, relationships, constraints, and consequences.

Reality is allowed to change our understanding.
A good decision can still produce an unexpected result. Rule76 does not require yesterday’s judgment to remain correct. It requires us to examine what happened and allow new evidence to improve what comes next.

What matters enough to use should matter enough to govern.
Speed and convenience can make it tempting to hide assumptions, lose sources, overwrite earlier reasoning, or forget why something changed. Rule76 preserves enough structure to keep important work accountable.

Trust increases when the path to a conclusion can be examined.
Rule76 does not ask someone to trust an answer merely because it sounds authoritative. Evidence, assumptions, transformations, reasoning, and meaningful changes should remain traceable where the importance of the work warrants it.

An enduring institution must preserve depth without requiring depth to enter it.
Simple enough to enter. Deep enough to remain. Useful enough to apply. Governed enough to endure.
Rule76 can contain substantial intellectual and institutional depth without making mastery of that depth a prerequisite for usefulness.

003 / PRINCIPLES ARE NOT SLOGANS · WHAT DESERVES TO GOVERN THE WORK
Rule76 principles are intended to do more than sound true. They should help clarify judgment, constrain weak reasoning, improve action, preserve learning, or protect something important from being lost.
01 / GROUNDED — The principle should emerge from meaningful evidence, experience, observation, reflection, or repeated pattern.
02 / CLEAR — It should express an idea precisely enough to guide understanding without requiring unnecessary complexity.
03 / USEFUL — It should help someone see, decide, act, govern, or learn more effectively.
04 / TESTABLE THROUGH USE — Reality should be capable of challenging how the principle is understood or applied.
05 / CONNECTED — The principle should relate coherently to the larger Rule76 operating system rather than exist as an isolated slogan.
06 / GOVERNABLE — Its origin, meaning, evolution, and relationship to the body of knowledge should be capable of preservation.
The sentence is the doorway. The discipline behind it is the principle.
Rule76 does not need more slogans. It needs ideas strong enough to survive use.
004 / FORMATION · HOW PRINCIPLES EMERGE
Rule76 does not assume that useful principles appear fully formed. They can emerge as repeated experience is examined, patterns become visible, and those patterns are tested through application.
01 / EXPERIENCE — Something happens. A decision, success, failure, consequence, observation, relationship, or repeated condition creates raw material.
02 / REFLECTION — What actually happened? Experience becomes more useful when examined rather than merely remembered.
03 / PATTERN — What keeps appearing? Across enough experiences, recurring relationships or tensions may become visible.
04 / PRINCIPLE — What idea appears capable of guiding future judgment?
05 / APPLICATION — Does the principle remain useful when it meets a real problem?
06 / EVIDENCE — What did application reveal? Outcomes create additional evidence.
07 / LEARNING — What should become clearer, change, deepen, or remain?

Do not present this as an automatic formula. Not every experience produces a pattern. Not every pattern deserves to become a principle. Not every principle deserves to endure unchanged.
Experience provides material. Reflection reveals patterns. Reality decides what survives.

Principles become stronger when they constrain one another.
A Rule76 principle should not be interpreted in isolation when another principle materially changes how it should be applied.

ACCESSIBLE DEPTH governs how the body of knowledge is exposed: enough simplicity to enter; enough depth to remain useful; enough application to matter; enough governance to endure.
NO SINGLE PRINCIPLE GETS TO GOVERN ALONE.
The strength of Rule76 comes partly from the tensions its principles preserve. Evidence matters. So does context. Judgment matters. So does learning. Depth matters. So does accessibility.

A principle should eventually change the work.
Principles provide orientation. Their usefulness grows when they can shape frameworks, applications, practical assets, decisions, and learning.

Principles should not remain trapped in language.

The register can grow. The provenance must remain.
The Public Principle Register v1.0 is an accessible public surface into Rule76. It is not a claim that the body of knowledge is complete. New principles may emerge. Existing principles may become clearer. Relationships may deepen. Application may reveal distinctions that are not yet visible. That evolution is allowed.
